Some game mechanics does not makes sense

Dear devs, what's the reasoning behind allowing players to hear enemy sounds even when they’re not visible, out of sight, during multiplayer matches? This significantly undermines the fog of war and surprise elements in competitive play. Are we now forced to rely on soundwhoring footsteps like in Counter-Strike?
