How do you evacuate?

A submarine crashes to the bottom of the sea. The crew must make critical repairs if there is any hope of escape. But they are not alone...

How do you evacuate?

The game says I am free to evacuate (because the mission is completed) ...

But when I click the Evacuate button it doesn't do anything (it just gives a message about creating some kind of evacuation zone)

It is not helpful at all that NO manual is included with this download ... the "manual" shows up as a 0kb file that my PDF reader tells me is not actually a PDF.
