I have tried to create a scenario but the AI ​​does not create new units on its own. Only the ones that have been added to the stage are in play.

AI can not create units.

The scenario designer can have AI units appear 'randomly'.

nikivdd did it in USCorps43.

In a post landing scenario [either Agrigento or Defense of Sallerno Beachead] there is a Tiger I that has a 50% chance of appearing.
The scenario designer places the unit on the map, adds trigger to the unit to make it appear. There are options to make the trigger random.
