Asterisked minima in ally contingents

Asterisked minima in ally contingents

If an ally contingent has an asterisked minimum that applies only if any infantry are taken (such as the Andalusian list does); does that mean the minimum can be ignored if there are no infantry in the ally contingent, or only if there are no infantry in the whole army?

No infantry in the allied contingent - i.e. they sent only mounted troops.
