AI seems broken, not moving at all in 1939 Axis Operations

Started a new game with a higher difficulty. Went through SCW just fine, got to 1939 - the Czech scenario played just fine, but in the first two scenarios against the French, their units aren't moving. At all. They'll fire if I move next to them, but otherwise they just....sit there. Applies to all of their units, air and ground.

Not running any other mods, never seen this before and fairly confused.

only fix i found so far for this is reinstalling the game.

Likewise encountering this issue, on Field Marshall in 1939.

French units standing still unless an adjacent german unit exists, in which case they attack it.

Only thing that sticks in my mind is that I'm playing on Field Marshall, and I told the Italian allies to stop moving in Ebro battle, which makes them act identically to this.
