headquarters WW2 transport question

I can unload my troops from trucks but if I upgrade to half-tracks the load/unload button stays "gray out". Anyone else have this issue ?

I was wondering about transport rules to, like can you transport allied units? The location of the polish units in the final mission isn't exactly the most useful
