Possibly wrong tag for a Faction inside HRE?

Kalmar Union Monarchist faction popping in after about 10 turns inside the HRE's Nation starting regions.

Is it the wrong tag?

The culture is Franconian and Central German.

Yes I have noted this as a bug, it has appeared in the middle of the HRE indeed!
