My Commendation points from SCW carried over to '39 but they didn't from 39 to 40 - what am I doing wrong?

They didn´t carry over. u start 39 with 5 points that u loose in the first scenario if u don´t manage to get the secondary objective.
Ur not doing anything wrong.

Thanks for the quick response and saving me from banging my head. Brings up the point though of why give 2 of them for BONUS mission in the last Denmark '39 scenario if you can't cash them in right after or carry them to 1940?

I dont remember that, but make sure you dont lose CPs in the first mission of 1939. You will miss one of the best heroes in the game!
I think there are often more CP than you can spend. It not designed, that you always have to get all the CP, but there are some important situations.

u can spend 5 points at the start of the denmark scenario, but there are no points to gain there.

I dont know why commendation points went away. I liked them. Especially when you had to make a choice between one unit or another.

i can only guess, but from looking at the game files, my guess would be that the creators of the AO DLC series lost the member that did the lua scripting and the remains suck at it. The scripts went from okish in SCW/39 to abysmal from 41 onwards.
All the commendation event stuff happens in the LUA scripts of the scenario.
The LUA scripting was the highest hurdel i had to take while learning how to mod PC2. Pretty sure it´s the main reason for the lack of modders for PC2. Yes, u can do a scenario without LUA-script, but it´s like driving all the way from Denmark to Southern-Italy in the first gear. It can be done, but it´s not very funny.
