Back after four years.

Greetings I originally downloaded OOB and purchased several DLCs back in 2019-20. Yesterday, I purchased the rest of the DLC's and am going through the boot camp tutorials (currently on mission two).

I am using Steam, and when I opened up the Manual I see:

Is this normal, even though I have all the DLCs?

The manual has not been updated in ages and thus in many ways reflect the state of the game years back.
It started as a Pacific game with US and Japanese players.
