V3.1 Expand & Move

I can't remember if this has already been mentioned.

Expand and Move - "other undrilled with a commander":
In the rules this is "impossible"
On the QR sheet it is a "complex move"

We assumed the main body rules override QR sheet. Correct?

The main rules override the QR sheet.
Now I know there's a problem I'll post a new sheet at the end of this month.
