Is the editor in the game functional?

I am asking becouse it looks very complicated to use and there seem to be some functions missing, also, on the starting menu when i click units i just have a few generic ´´ neutral ´´ looking units. I just have the Blitzkrieg dlc, do i have all the units in the editor to creat maps for all the years present in the game or not ? Anyways, the initial question still remains, is the editor of the base game functional?

I believe so, yes. And, to the best of my knowledge, you don't have to own the DLC to have access to the units that have been added over the years. You do need to have the game updated to version 9.2.5, however, to make sure that all units created to date are included and available in the editor.

To be honest, some editor functions are questionable as to their efficacy and there are quite a few missing items that would fill one's wish list. But over the years, there have been some mighty fine scenarios and campaigns developed by the community with the game's editors. If you are willing to devote the time and effort, there is no reason why you cannot become proficient and productive with them.

By the way, those "neutral" units are just that; they actually are a group of units that are available to any faction by default. Hence, those are the ones that you see when you first open the scenario editor. If you peek at that scenario manual, you will find out how to choose which factions you want in your scenario. When you do so, the editor provides the capability of selecting one of the factions at a time and only units available for the selected faction will appear.

So this:

and if you scroll all the way to the right, those "available to all" units will be at the end; only now, if you place them, they will fly the currently selected faction's flag and not the white flag of neutrality:

[For technical reasons, the order of the units is different in these screenshots from what you will see but everything that I work with in my scenario editor should be available in yours.]

One other note; not so much for you as for others who may read this. You say you own the Blitzkrieg DLC and that is good.

For, I believe the rule of thumb is that one must own at least one DLC of Order of Battle in order to access its editors.

[I am getting a bit rusty with my OOB memory, plus I have bought every DLC ever offered for OOB. So, when I say what I did in the sentence above, or my assertion about all version 9.2.5 units being available in the editor despite DLC ownership — as long as at least one DLC is owned — I invite my colleagues to correct me if I am wrong.]

You need to select what countries are in the scenario before placing units on the map, following bru888's explanation.

Apart from that the editor is one of the best ones around, you can craft very complex scenarios with relative ease. A minor annoyance is the Dialogue Box: you can't edit the yes/no buttons' text but the overall flexibility is grand.
