Can I remove games from Steam library

I would like to be able to download my purchased games, rather than use them from Steam. Thx.

if you buy from steam you only own it on there, if you buy from the site, you own the serial and downloaded version plus can redeem a steam key if the game has been released or when or if it does get a steam release etc
