Air Supply Problems

How can I give a faction more air supply without owning a hex? I made it off map air supply but its not enough to deploy any units.

In addition to checking the off-map air supply box you should add at least one air exit (check Allow Redeploy) and one air deployment hex (with proper available turns) for the player.
