Allies Defiant - evacuation question

The map has the square boxes with a left hand arrow but I can't get any of my ships to leave. Tried all positions of the ships. What does it take to send those ships home? :?

Would be easier to help if you provide what scenario you are talking about. I do think Terminator above got the right one but one never knows.
