Command ability button not working on Series X

I have my HQ unit selected and he has 3 command points but when I press X and then the left options button nothing happens. I’ve been able to do it in other scenarios but it’s not working now for some reason. I meant to post this in the main forum since I’m not playing Supremacy, just a campaign scenario.
