You would think I knew this by now, but....
In the first scenario of SCW, it doesn't appear to change things at all.
(Note: I have just started an experiment with using captured equipment only)
For example a Pz I at campaign start, with Panzer General trait:
10-11 Strength points = 2 slots
12-13 SP = 3 slots
14-15 SP = 4 slots
Without the Pz Gen trait - slot costs are exactly the same.
I get that it is hard to have 25% of 2 slots, but should at least show up in over-strength?
At what point is the Panzer General trait actually worth it?

I don't think it's useful for anything but captured units until '39. For example: In SCW it will lower the slot cost of a t-26 or BT5 from a base of 3 to 2.

Panzer General and Infantry General are two of my usual automatic picks except...I never choose them for SCW. My choices are very different for SCW than the rest of the DLCs.
I usually choose Trophies, Anti-Air Veteran, Deadly Grasp or the one that allows you to split units without extra core slots (forgot what it's called).
I also ALWAYS select for all DLCs Trench Slog and Slow Modernization as automatic. Not because it adds challenge for me, but rather the opposite. I find it the least obtrusive. You rarely deploy your entire core in early scenarios so that gives you time to update them, even in AO43 when all of your infantry is due for an update.

Edit: I think the above plus the following makes SCW easier but is perhaps a bit much as well.
+ Terrain Expert, Operational Initiative, & Deadly Grasp
- Denied Air Force (don't need really w/ AA Veteran & upgrades come late)
