The solution is to have mutually supporting formations. The exact solution will depend on your core - a veteran or a new start? I played my core all the way from SCW, so it had a lot of heroes and 5 star units.

Have 3-4 FlaK guns (I had 1 88 mm, 1 Flakvierling 38 and 1 SdKfz 7/1), 2-3 StugIIIGs and artillery supporting infantry and tanks. The low-loss solution is to move slowly in a compact group (or two), with the AA, AT and Artillery supporting your infantry and tanks. Have at least two recon units to scout the paths so you aren't ambushed by partisans.

My solution was to launch a counter-attack in the first two rounds, then break my group into three. Most of my infantry and a couple of tanks with their support made it along the main road. Two smaller tank groups with 1 infantry each went north and south to engage the pursuing tank units and to destroy the portable air fields.

To deny the use of the German airfields, the westernmost garrison also went on a counter-attack to clear partisans from those airfields. If you are lucky, a few Soviet air units will perish if you can capture/destroy nearby airfields so that they can't rebase.
