Dialog boxes broken, not able to change settings

Just like it says. Most dialog boxes show code, as does the menu at the bottom of the main screen (Singleplayer_Main/Multiplayer_main/Options_main, etc). I can go in to the settings, but none of the changes actually take when I do it (wanted to run in a window 1600x900 or so, I have a huge 4k TV for a monitor, so fullscreen is no bueno). I've uninstalled and reinstalled the game, and I've uninstalled and reinstalled steam, to no avail. Furthermore, I can't find a settings file anywhere. I'd post a screenshot, but can't figure out how.

and before anyone asks, I don't have a settings folder.

"There is no settings folder. The only folders in ...\Documents\My Games\Order of Battle - WW2 are the following:

Cores
Replays
SaveGames
Screenshots
and a file 'news.dat'

This is a fresh install of the game *and* Steam itself. Also, I have 'show hidden items' checked off.

Windows 11, BTW."

The 'data' txt is the sympthom of a missing options file. Usually the installation creates a Settings folder in your My Games etc folder, like the screenshot below.
I assum you have tried restarting the PC?

I got it. Onedrive was messing with the folder. A steam commenter said to create a 'settings' folder. When I did, it would disappear immediately. I turned off onedrive altogether, and it created a settings folder just like it was supposed to. Ugh.

Thank you though. Just now got it fixed.
