KIEV 1941 Cavalry & Infantry:
What's with a 'Cavalry-Unit' attacking one of my tanks on 'Clear-Terrain' causing 8-Damage on a 10-Strength Tank on clear-terrain???... and it itself receiving almost no reciprocal damage or losses???. In some cases... the same goes for AI-Infantry Units!. This is 'WRONG'!.

Well, with no screenshots or information beyond what you have given, it is virtually impossible to say whether there is any issue at all.
What were the experience levels and heroes of the units in question?, what were the unit strengths? were your units supressed in any way? what state was the ground in?
Seeing how no one has reported such an issue so far, it seems likely that
a) the missing information about the units gives a proper explanation for what happened (likely made worse by bad rolls that weren't in your favour)
or
b) you ran into an extremely rare outcome that is bound to happen to someone at some point. If something has the chance of happening once every thousand times, it might sound rare, but it will still happen. Doesn't make it wrong, just very unlikely.
If there is an issue, the developers will need a description that is as precise as possible."Something is wrong!" isn't going to help them, as they would have zero place to go from such a comment, and no one will just take a random guess until he may or may not find something.

[I only use basic Strength Levels ~10] were your units supressed in any way? [No] what state was the ground in? [Dry & Clear].

what is ur randomness slider at? even at 50% which is the default setting infantry raping tanks in the open is not as rare as one might think.
if that was the reason for ur "surprise" in kiev set randomness to 10-20%, i would not recommend setting it to 0% since that makes the predictions react weird sometimes especially when overun/steamroller is involved.

In this game, the cavalry is quite powerful, we must be wary of it, the counter-attack of the Soviet cavalry hurt especially.

And remember, scenario and campaign designers are in the habit of tweaking things without warning us, so that combat results and gameplay often look strange..

But what is exactly wrong with cavalry killing tanks? Dont know much about soviet cavalry but polish in ww2 had anti tank rifles and cannons - it is not like they charged with sabres...

after the attack you can hit L and it will bring up the play by play. How initiative, support fire, entrenchment, random rolls, and other factors affected the battle.

Cavalry has the same hard attack as normal infantry. By 1941, there is no way an infantry can deal huge damage to a tank in open terrain unless you play the game at 100% randomnesses. You can check the combat log by pressing l to see what's going on.
