How do I change the difficulty setting between scenarios?

At the end of a scenario there's a screen that gives an overview of the battle with some buttons across the bottom.
I think one of them is "Change Difficulty".

What would be the point in that? That would allow you to start a scenario on hard but then easily switch it down to easy again once you hit tough going. Achievements and rewards are based in large part on the difficulty you're playing, so once you set a difficulty for a given scenario / campaign, that's it. You can't change it.

I would only increase the difficulty for the germans as the war progressed
