Ha ha, great answer, after I posted this I decided I just needed to completely rethink what I was doing. Although I must say , many of these scenarios require some particular trick to unlock the problem, so to speak, rather than being vulnerable to various strategies. Still, great game.

Oh yes, an excellent game, I think so too.
There are "main" tactical principles to follow, or at least use, to gain efficiency (go faster, turnwise, save RPs by having less damage to replenish, etc). Afterwards, however, there is a certain adaptability: do I prefer to invest my last resources on the side of artillery or armor? Will I upgrade this aircraft to a slightly better version or not? Etc.
Above all, one has to be able to adapt to situations...
The most important thing, in my opinion, is to start by taking a little time at the beginning of the scenario to study the map and the known objectives (some of them appear during the battle)... This helps to define a strategy (and there may be several viable ones!) and, therefore, to choose how and where to deploy the available troops.
For example, one could have several cities to defend during the whole scenario (as real objective that is indicated either as primary or secondary obj) and, perhaps, rather choose an advanced defense because there is a river that can help the defense, blocking the only bridge, or something.

For Narvik itself, it is necessary to escort the infantry embarked there, so that they can disembark and take the city. This implies clearing the (sea) road first.
A little tip: keep a destroyer (for example) adjacent to the hex on which the infantry unit will have landed, to avoid it being directly outsupplied and, therefore, much less effective!

silly me, I totally missed the deployment points near the troop ship and was placing everyone at the mouth of the fjord , c'est la vie !
