Why didn't the AI spend more prestige pts?

Here's part of the endgame screen of a scenario I created; there are 18 of my German units in play because I've been spending my pp's up to the slot limit, but there are only 8 Russian AI units left in play.
He had more units earlier in the game but seemed slow to buy new units to replace his losses as the game progressed.
He's got 2131 pp's in the bank (top right), so why hasn't he used it to buy more units?
Is there a setting somewhere that will make him spend more?

Well after experimentation I've discovered the only way to kickstart the AI into spending more pp's seems to be to give him about 4 times as many pp's in the editor as the human player.
That doesn't make the scen as unbalanced as it sounds, because he'll still only buy about 1 or 2 new units per turn (just like the human) up to his slot limit.

Old thread, but the only one I found addressing an issue I've had in several scenarios, that the AI doesn't use its resources to any great effect. For instance, I created a defence scenario for two human players in co-op with an AI in the attacking role. I set the AI to 100 aggressiveness on level 4/5, and gave it more than our total worth of prestige and slots, yet as we play there's an initial AI attack before we counter and roll him up entirely. Most notably the AI had more than 10 000 unused prestige even as it had only a dwindling number of units left on the map so core slots was not an issue.

I'll try cranking the AI prestige up to 4x humans and see if it helps, but still wanted to raise the question if anyone has encountered this and if there is a more direct solution.
