Loss of momentum due to unused action points

I bought Battlesector after seeing Edmon play it and I love most things about the game (I immediately started another campaign after beating it the first time). However, I have a suggestion for a later patch that would make the game more enjoyable for people that like to optimize momentum: Add a flag in the difficulty settings for disabling momentum loss due to unused actions. I have no problem with momentum loss due to overwatch - it makes sense that a more aggressive and fast-paced playstyle is rewarded. Unfortunately, as it stands now, there is no reason not to overwatch after you have moved your unit to its preferred position, since overwatching seems to waste less momentum than having unused action points.

As a result of this, when I want to maximize momentum and there is no need to overwatch, I move each unit back and forth to waste the action points on unnecessary movement. This is very time consuming and annoying. It became even more of a problem after I got the DLC and started deploying Assault Terminators, since they don't have a ranged weapon and can never overwatch, so I always tend to run them in circles while other units are overwatching. It even looks like the AI is doing the same thing - I often see Hormagaunts running back and forth for no apparent reason when they are unable to get close enough to attack. :)
