Why can the horse archer below fall back?

Whereas the one below can't?

Can't really figure out why, but I've probably missed something obvious (only difference seems to be difference in terrain to fall back to; tracks versus open terrain). Can someone help out please?

Looks like you already turned the second unit, thus it can't fall back

Can't recall that I did actually. But maybe I did. Can you see that from the screenshots? EDIT: can it be seen on how light the color of the unit's banner is?

The banner gets shaded darker after you take any action with the unit. Hence you have already taken an action with that unit, and the only action that would not cost any AP and would still allow any movement would have been a free 45 degree turn.

Fall Backs are not possible after a unit has taken any other action.

OK, thanks. So it would not be enough with all remaining 16 AP to fall back? It requires to not having done any movement at all?
