I am playing with the Inefficient Supply trait. I am noticing that my wheeled vehicles with a max fuel of 18 or 24 are getting something like 4 fuel replenished per turn. Is this due to terrain? This is really making me appreciate the horse-drawn organic transports.

Wheeled vees with a lot of MP can in fact expend more fuel than they get under Insufficient supply. This gets worse in bad weather. It's really mostly an issue for recon cards, though. Most units with wheeled transport won't be using it often enough to actually run out of fuel outside of outlier situations.

Under regular supply rules:
Normal weather conditions: Units get full movement worth of fuel, so wheeled units will get 8 fuel. They will also get a full load of ammunition.
Bad weather (Rain & mud, snow): units only get half a load of fuel, so wheeled units will get 4 fuel. They will also get half a load of ammunition.
Under inefficient supply, halve everything:
Normal weather conditions: units only get half a load of fuel, so wheeled units will get 4 fuel. They will also get half a load of ammunition.
Bad weather (Rain & mud, snow): units only get quarter load of fuel, so wheeled units will get 2 fuel. They will also get a quarter load of ammunition.
After suffering bad weather in AO'41 with my highly motorized first three cores, I've actually started to train cavalry (only two units) in my fourth core for AO'41 and AO'42 missions. My infantry had to abandon their trucks often in AO'41 and AO'42. And tanks that can move only 1 hex at a time are not practicing Blitzkrieg...

I see where my misunderstanding was. I inferred from the manual that you get a full tank every turn under normal supply; so, 24 out of 24 for some units.
