Peloponnesian War mod?

1. It looks as though you can only mod the existing maps from existing scenarios. Does that mean I can't produce a new map that would be suitable for a Pelponnesian War scenario, extending from Sicily to Anatolia but zoomed in to allow for more states in that area?

2. Of course, for me, this would be just an excuse to create a lot more Thracian states and allow the Odrysian empire to be built. Is it possible for a barbarian society to evolve and produce a civilised society so it no longer relies on raiding? The Thracians evolved to build a few of their own cities (before they were most likely destroyed by the Celts) so it would be nice if they could do that.

I'm interested in this as well. Is there a way to make a mod with a new map layout, zoomed in on a particular region like vakarr describes?
