Is the -1 in the CT for receiving 1H per 2 bases calculated on the original number of bases in the BG or on the number of bases in the BG at the start of the round of combat (impact oe melee) or shooting?

It's the latter. For example, a BG which starts the battle with 8 bases is in a 4 wide formation. Earlier in the battle it lost 2 bases so is now down to 6 and is in close combat. It loses the combat taking 3 hits. In it's cohesion test it takes the -1 for 1HP2B.

Not that what matters is the number of hits it took and the number of bases it had in close combat. You do get situation where a BG goes into a close combat with 7 bases, loses, takes 3 hits and loses a base. However, they would not get the -1 for 1HP2B as the key issue is how many bases they had while fighting.
