Province Auto Build

Not sure if I am missing something, but I can’t seem to get the province auto build feature to work for buildings. For instance in one province I have my auto build set to infrastructure and roads. In the region that won’t build anything, there is a wheel maker building that could be made which would raise infrastructure, but the game will not start building it.

I only have 6/9 buildings in the region, so that shouldn’t be an issue. It does say I need 3 or more pop there, and I have 1. Is that the issue? If not why would it not build something?

Yes, you need to increase the population.
