Missing a .dll file

Since the latest update I get the following error message upon starting the program..."The program can not start because API-MS-WIN-DOWNLEVEL-KERNEL 32-12-1-0 .dll is missing from your computer. Try reinstalling the program to fix that problem."

1. I can click on the error message and the game will load and I can play no problem.
2. I have reinstalled...error message still pops up.
3. I have verified all files through steam...100% completed/validated.
4. Playing with AO 1939...all of a sudden I had over 82,000 prestige vs. the 12,289 I started turn 1 with...Saarbruken...corrected it with setany prestige cheat.
5. I do not get this message with any other programs when starting up.

Will it make any difference if you install this Microsoft C++ redist package:

I have the same issue. Downloaded and installed vc_redist.x64.exe but problem still exists.

I have PC2 installed on my desktop and also have it on Steam.

On desktop the program will not load any saved scenario in the Editor. On Steam scenarios load but will not play due to missing .dll error.

Am disappointed in this program as there seem to be a catalogue of issues.
