Why can't I rebase units?

Playing DLC 1941 and I can't seem to be able to rebase Air Units from airbase "A" to "B" WHY?

I'd also like a explanation of what the term 'Raid" means in game terms? To me it means "occupy and then leave" In the Thessaloniki scenario you are tasked with raiding Koritsa. I did that and got a 1/1 one in the scenario completion status. I then left there and it was re-occupied by the Greeks where my status dropped to 0/1. ?????????? So what does "Raid" mean? Occupy and leave? or Occupy and hold?

As it turned out I could not rebase my aircraft anywhere, even the next turn. Fortunately I was able to go back a few saves and it cleared up and now allows me to rebase them. Still wondering about the “Raid” piece though.

Raid is occupy once, get comm points and then it matters no more what´s in the objective since u got the com points.

Ok, that is what I was wondering. So you don’t loose the Comm points if it flips back.
