purchasing units

I am unable to purchase units at will when i have enough credit , the game might allow me to purchase one fresh unit during the campaign but never more than two . I can upgrade improve etc but when i decide to purchase fresh units it wont allow . why and how do i resolve this issue ?

Maybe You have no more available core slot. Try to put same unit in reserve and check the core slot counter on top of the screen

Armored Vehicle Availability:

I don't have the specific-details with me at this very moment, but!... I recollect that the 'Tiger-1' tank-factories were heavily bombed... and that resulted in a severe decline in this particular armored product production and availability.

Hence!... with some research... it could be determined as to what would or would not be available for purchase during specific periods of the year or which-ever year... such as in this case... even if you wanted to upgrade a unit or purchase a new unit such as a 'Tiger-1' tank... there might be occasions... when this would no-longer be possible due to a lack of availability for certain specified periods of time!.

From my readings the tank was available in small numbers transported by rail in time for the Kursk offensive in southern Russia during summer of 43 . Then production continued up to the end but in small numbers . I am still at Poland and Norway so Barbarossa will be next with Panzer 4 i believe .

Is this the first scenario in the 1940 DLC?

You should be able to drop in with parachutists. Where does it not work for you? Can you buy parachutists? Deploy them in an aircraft? If you can get that far you should be able to fly them over and then click on a disembark option to drop them on the island.
