Mod Manager Issue - Rules.json File

Hello All,

I have another Mod Manager issue, but this one relates to the Rules.json file. I've created a mod that rebalances the General Trait costs, and it works properly when I change the data directly in the game file.

When I turn it into a custom Mod, the trait costs never change. It shows up and I can activate it in the Mod Manager, but the data never changes. The Mod file has been attached.

Has anyone else run into Mod Manager issues with the Rules.json file? Thanks - R2 Out
