To be honest, I don't know.
But judging by the fact that the game is not released yet and that nothing official came from Slitherine regarding the YouTube-Videos + by looking at the Specialisation Screen in Gamer1735 video (2nd Sceanrio), I'd say: yes, that's beta.

I consider this attitude of yours very much disrespectful on us clients which have bought your product for years, and some of us also collaborated with ideas, tests, revisions and many more, in sum, helping you make a profit. I think you guys should consider a reversal of this decision. If not, I believe you'll suffer unexpected consequences.

Remind of me some years ago, endlessly counting for the release lf last german and ussr dlc.
But this time, maybe i will just wait for full trilogy to play. The dlc alone will be too short to chill...
