Camels

Should camels not treat rough going as an non open hex. I thought camels would be more sure footed in this type of terrain (brush/soft going)? Not a massive nerf for camels, but bring a bit of difference in troop types? I know this has no relevance, but in some of Richard's previous rule sets Camels treated RGo as good going, Still got my 15mm roman camel scouts!

I was under the impression they remained steady in some terrain that disordered horses. Is there a soft sand terrain type?
