Steel Panthers Arty

Hello to all
I played Steel Panthers years ago.
I just got SP WaW this week
I am playing on Win7 64 bit.
I can't get Bombardment Artillery to work.
I hit bombardment button, but it won't let me click on any Arty unit ( even On Board)
I can't click on a hex, can't assign targets.
If I click repeatedly (20 times). then sometimes it sticks.

Is this a compatibility issue??
Am I doing something wrong???
