The best is sandstorm, of course. X2 faction, x2 fun, more unit, diversified missions. We have naval, air or paratrooper combat, no really sneaky one but i dont quite lile them. Besides, most missions are at desert, so its about maneuver.
The worst is kriegmarine and other mainly naval dlcs. Its so long and bored.

Burma and the Soviet DLCs as you start outmatched and have to become expert in the fighting withdraw and counterattack. Plus the late campaign where you get to turn the tables is quite fun.

The Finnish campaign gets an honorable mention but could use some tuning.

The worst campaigns IMO are definitely Kriegsmarine (of all the naval DLCs to do...) and US Marines aka “fight stationary bunkers in the jungle”.

1. Almost any custom campaign created by Erik and associates. The user-created mod Spanish Civil war gets an honorable mention here.
2. Kriegsmarine. Just not a huge fan of naval battles TBH.

The original campaigns, since they actually have naval combat (but unlike Kriegsmarine, aren't just that). If I wanted to invade Russia with a panzer corps again I'd just play....well, Panzer Corps. All the DLC since Kriegsmarine has been totally land focused and except for Burma Road and Sandstorm, none of the locales have been particularly novel, it's just been European plains and forests mission after mission.

This is exactly my view -- this is why I really like campaigns that incorporate land/air/sea -- the Sevastopol scenarios with small boats were great in this regard in the "Red" series. The opening scenario of Kriegsmarine even had this combo! I think I like Morning Star best because of the varied warfare and topography. I like the entire "Red" series as a continuous campaign. Oddly my least favorite is Sandstorm -- I found it imbalanced and tedious. Right now, of course, I'm playing none of them, but instead one of the wonderful Erik campaigns -- Afrika Korps -- trying to figure out how to take Malta without getting slaughtered again. OOB has been my coronavirus blues buster -- always something to explore. Looking forward to the Allied campaign!
