rout issue?

Playing Empire Aflame. Routed a number of enemy forces (6 to 8 units). At least the units turned white. Not all the units moved away from me. About 4 of them moved forward and attached and destroyed one of my units. A routed unit should not be able to do this. I was playing "Stop the Invasion."
