inconsistency in open challenges

So there are a couple challenges out there for a scenario I just installed (Coral Sea 1v1 7.3) and while one is black (albeit password protected) the other with the exact same title and version shows as red (ie scenario supposedly "not installed") Shouldn't they both be black?
