Core unit in reserv won't deploy

8.6.1

I've got 2 US para units in the reserve list.
I can deploy one of them, but not the other.
The cuplrit includes a commander.

Any reason this is not working properly?

Nothing obvious from the screenshot. Send a save?

Testing a custom hot-seat so I couldn't do a manual save. I deleted the game eventually.
I'll see if I can manage a save in a new test-game.
