Wrong Turn

I am playing a MP game and when I click to play my turn I get a message saying "Wrong Turn". Never seen that before. What does it mean?

I restarted FOG2 and I could then play it. The message was an in-game message in a window in the middle of the screen and not a system critical failure window. In other words the window and text was the same as the colours and text of any text window in the game. Opponents name is LuciusSulla. Roman 197 vs Roman 370 digital league game. Game is now proceeding.
