Cataphracts defending against Auxilia Palatina

I had a defending unit of Cataphracts attacked by Auxilia Palatina. The Palatina are attacking from rough and downhill. Note that my cataphracts were normal cohesion prior to the attack by the Palatina. They dropped cohesion as a result of the impact loss and fell back one hex.

The Auxilia Palatina are light spear and did not receive an impact +100POA as they were attacking mounted shock troops. However my Cataphracts did not receive the impact +100 POA for fighting light spear. So should my cataphracts have received a +100 impact POA or is this a bug? PS: Even though the Palatina were in rough terrain, they were attacking out of the rough into open terrain.

It is not a bug. Combats on the edge of terrain do not count as "in open terrain", so lancers POA does not apply. See manual section 17.4
