Impossible to deploy the new Air Support Maybe because I have the Air Offensive Specialization

PS: I am missing 1 more Air Supply to be able to deploy the new air support
Help! Can anyone build an airstrip somewhere in the region?

It was only in turn 15 after capturing an airport and raising the red flag that I was able to deploy the new air squadron :
