Garrisons in Norway, Africa etc.

Hi,
can anyone tell me if it is definitely not possible to embarque garrisons? If you have a look to 1940-45 scenarios, you can find very well german garrisons stationed in Norway or italian garrisons in Libia. How did they come there?

We prevented it to stop some exploits where France would pull back all its garrisons to defend Paris unrealstically leaving Africa empty. It's just a game balancing decision.

Yes, we found that imposing restrictions and political rules would be more degrading for the fluid gameplay we have in Commander series so prohibiting garrison from naval transporting was the smoothest solution.
