Forced March?

Suppose I have 5 different stacks all departing from the same province and traveling over land.

If I apply the FORCED MARCH regional decision, then they will all benefit despite having different paths?

yes, the regional decision will apply effects to all stacks in the region.

A forced march gives an army a couple of extra movement points. This allows it to potentially move further, but does it move faster? It would be nice to be able to reinforce an adjacent battle before it is over.
