Can't progress civilization level

Can't progress civilization level

I'm playing Sarmatia in Field of Glory: Persia and am at Civilization level 2 - Glorious Warrior Tribal Chiefdom, with 5 tokens. I own 13 regions, but can't proceed to become a level 3 civilization. Are there any other requirements to reach tier 3, or is it impossible for Sarmatia to become tier 3 in the Persia DLC?

Given few empires existed in 550 BC, the restriction on the number of regions has been doubled to 20 ... Conquer more lands!
