Do new units become available at different times depending on campaign?

I was able to purchase the PZ IV F2 a few scenarios in when I was chose the Africa campaign. I'm now starting "gates of Moscow" and the unit is not available and I believe it's later date than when it appeared in North Africa. Does the choice of campaign path make a difference?

I believe so and that was true to some extent in PC1 as well. Not all units made their appearance in a given theater of operations at the same time, or as soon as it was available. For example, the Fw 190A fighter was first deployed in the West before making its appearance on the Eastern Front. So, for reasons like that it may be possible. Or, they may have done it for other scenario design reasons. In your specific case, I don't know if there was some historical reason why the IVF2/G doesn't show up at the same date.

It's date dependant I believe (except the prototypes you can get in Russia)

The IVF2 is available in Africa once you reach Gazala - which is 1942

Gates of Moscow is still 1941.

There's only 3 scenarios in 1941 in Africa and 4 in Russia.
