Newbie Question: Carthaginian Mercenarys

I thought the Carthaginians were supposed to have mercenaries?
I also have conquered a location that has the mercenary recruitment center, but still no mercenaries.
My manpower is basically approaching zero.
What do I do?

There should be merc's in Spain.

If I have obtained a mercenary recruitment center, shouldn't I have mercenaries?

Merc center for Carthage only provides an equipment bonus, but they don't need it. You need to control areas on the map that provided mercs to them: Spain for Spanish scutarii, Sicilia for slingers, etc.
