UK surrender?

Why does the UK not surrender once it has been succesfully invaded and London (and all other cities) taken?

It moves its government to Canada and continues to fight from there :)

Basically the UK has 2 capitals - London & Ottawa?. To take out a nation you must take out all their capitals.
