The content of a mod folder depends on what you want to mod.
An easy way into modding is downloading/installing the official Battle of Britain mod. It is fairly small and should give you an indication of the stru ture of a mod (it is mainly a down-sized copy of the game structure).
If you want to take a look at a larger mod you can download one of mine, ie the MicroMod wich have new terrain, units, commanders and more.
