More thoughts on balance for MP:
The Allies don't have much to spend prestige on up to 1943. Any Soviet fights that you try to train up experience-wise can be picked off immediately, and upgrades being limited to the far east and 4 trains only, with only a few models worth considering, has been a sad experience. I have 3000-5000 prestige saved up in several games. Maybe I am not looking at it from the right angle, but upgrading a T34/41 to a /42 for 400 prestige, for example, does not make sense at all. Can Soviets only have very limited core slots open for purchase to reward managing prestige well? Say 3-5.
Triggers could use some tidying up or documentation. I wasn't clear when all of Tunis was officially conquered (seemed to require all Africa flags). Soviets up by Murmansk randomly unfroze at some point. Can I have far east units unfrozen if Germans don't control, for example, Tobruk by mid-1943; Voronezh by mid-1943. In conjunction with this, would like to have some no-fly zones for paras (none of my opponents have used this tactic yet but I can imagine I am tempted by it) deep in Russian territory if key Soviet cities are not claimed.
Soviet logistics is also quite cumbersome. In the snow with only 3 trains, I spend about half my turn moving units forward step by step by step. I understand the spawn points have to be this way because the Germans may be pushed forward in varying amounts. Suggestion: expand number of trains by 1-3, perhaps over time, expand upgrade cities' upgrade and train hexes by 1-2 each, e.g., have 3 city hex tiles with railroads in the spawn points.
Unit balance: I am not sure at what point soviets will get better planes, but the VVS and even heavy anti-air are quite poor performers, perhaps somewhat historically, but unrewarding from a gameplay perspective. I have turns where my entire AA battery of 5-6 units around Moscow get 0 casualties. Perhaps time will tell, but there is basically no competing in the air whatsoever (even with heavily banked air forces). Not to mention the weather with 80% accuracy extremely favors the Axis. One turn of snow that is actually cloudy will lead to all the VVS demolished.
Still having fun however!

I have read now 194 pages or more and downloaded the MOD and downloaded the JSGME tool and used it. I also tryed to download other maps and MODs and equipment files and I have a lot of different PzC . ... and I copied a lot of files into a lot different folders.
But after weeks of try and error I have to say: I do not unterstand:
a) how can I find out which files (map, equiptment, scn, flags, ... ) I need to install to run a downloaded user-scenario, MOD, ...?
b) how can I find out which file is missing, if a user-scenario, MOD... a.s.o. does not run
c) where do I have to copy which file, so that I can find and start a user-scn, a user campain, ... via the PzC UI?
d) where can I learn how to modify PzC with crashing it --- because this is currently the result, when I start to install something?
e) I can install more MODs at the same time in one instance of PzC??

It would help me a lot to get the list of neccessary files of the Europe MOD v2.4 and their correct destination / installation path (folder). ... always when I try to install, copy or extract some downloaded MODs or user scens, I crash the PzC application, or the map has only black elements, or most of all... Second big problem: Even when PzC is able to start, I can not find any new user scen, MODs, aso... in the "new game" screen, nor in the "classifed folder" or the "scenario" tab???? ... after I have copied all the downloaded *.pzloc and *.pzscn files into every local destination PzC sub-folder, which seems to make sense to me.
Obviously this is not a kind of a big problem to anybody else, because this is hardly a topic here?????

Thus you have to follow the install instructions in the thread for that specific mod.
Some instructions are more detailed, some less detailed.
It is easier to start with a smaller mod.
You probably can't. See a). You can only follow instructions exactly, without taking any shortcuts.
Depends on the user scn, campaign, mod and so on, see a).
Some new user scenario only "mods" go into the C:\Users\YourComputerUsername\Documents\My Games\Panzer Corps\Mods
folder. And are then accessible from the bottom right folder with the red "CLASSIFIED" stamp when clicking on "NEW GAME" in the Panzer Corps main menu.
But most mods (those that actually change game files) can usually be activated using the JSGME, and thus go into the "MOD" folder that tool creates within the PanzerCorps install directory. As written above, different mods use different download structures.
It is easier to start with a smaller mod.

"Exactly" follow that guide step by step. No deviations, no shortcuts, no jumps.
Most mods work with PzC version 1.32, while only requiring version 1.30. Some do not work with 1.32, see a).
If 1.32 is required, that update has to be installed first, see the guide linked above.
Most mods conflict with each other, thus each requires its own PanzerCorps install, see d).
But some mods depend on other mods being installed first, depends on the mod in questions, see a). Then the install order is very specific, deviations often result in crashes and black screens.

Best to do a full copy of the original PzC folder, one per every mod.
Then copy over this copied folder the zip files that come with the mod.

For Panzer Corps 1 (Slitherine), when you have custom scenario files like:
1941 Balancedv5.1.pzscn (scenario file)
1941 Balancedv5.1.pzloc (localization/text file)
you need to place them in the Scenarios folder inside your Panzer Corps installation directory.
Step-by-step installation:
Locate your Panzer Corps installation folder.
Typical paths are:

BUT in none of these installations there is a "Scenarios" folder in the "Data" folder -->...\Panzer Corps\Data\Scenarios\ never!
In the "Data" folder there is only one folder called "Briefings" an many *.ploc and *.pzscn files. - If I add here 1941 Balancedv5.1.pzscn and 1941 Balancedv5.1.pzloc I cann't load it later in the game, because I cann't find them.

What if you just put both files (pzscn and pzloc) into the data folder?
It should show up then, no?
Plus I would remove the "." between 5 and 1 in your file names.

1. Does your file explorer show all folders or is your operating system hiding some folders? -> no hiding
2. BUT: Renaming --> very good idea --> it worked!!!! now I am able to load even downloaded maps!

Does the guide I linked above help with mod installations?
For custom scenarios, you can put them into
C:\Users\YourUserName\Documents\My Games\Panzer Corps\Scenario
folder (relplace YourUserName with your own or simply jump to documents folder directly).
Note that this location is shared among all your PanzerCorps installs (just like the savegames).
Then to start one of those scenarios saved there, go in game to New Game => Scenario.
The "Custom..." entry should be somewhere in the list, which leads you to select the scenarios saved in the folder mentioned above.
"Custom..." entry is for example at the end of the list for the unmodded game, not there at all when Battlefield Europe 2.4 is installed, and at the start of the list if my "Locarnus Addon" is installed.
